Concept of Operations

I have outlined the operations plan that we are implementingto accomplish our mission. If you haveany questions or suggestions please call or email me (856-1593) friesend@aol.com.

Mission: Move the Flag from the Texas border at Texico on November 1 at 1630 all the way to the Arizona border on US 60 West of Quemadoon November 6 at 0600.

  1. Priorities of Operations:
    1. Conduct a safe operation.
    2. Move the flag to maintain the master schedule.
    3. Provide maximum opportunities for people to run the flag and/or run with the flag.
    4. Honor persons directly effected by the September 11 attack on America.
    5. Have fun.

  2. Methodology:
    1. Create and maintain a Master Flag Movement Schedule.
    2. Create and maintain a Master Runner's Schedule.
    3. Create "flag-runalong" opportunities.
    4. Divide the state route into three segments.
      1. Clovis -Texas border to Vaughn.
      2. Rio Grande - Vaughn to Albuquerque to Bernardo.
      3. Socorro - Bernardo to Socorro to the Arizona border.
    5. Establish runner staginga reas to
      1. Collect runners.
      2. Pickup runners.
      3. Return runners to after running.
    6. Convey operation withvehicles in the following order.
      1. Escort vehicle.
      2. Flag with runner(s).
      3. Escort vehicle.
      4. National RV (with NM Command Control).
      5. Vehicle to "hold" runners waiting to run.
      6. Runner transport vehicle to shuttle runners back and forth to base camps.
    7. Establish convey support toprovide.
      1. Security escort
      2. Communications
      3. Medical support
    8. Communications.
      1. Within the convoy - with handheldradios.
      2. Long range - with support of Ham radiooperators
    9. Establish Command and Control.
      1. State wide - in RV vehicle in the convoy
      2. Albuquerque -behind the scenes coordination
      3. Commander for each region (Clovis, Rio Grande, Socorro).
    10. Public Affairs
      1. Press conference on October 22 at ABQ airport.
      2. Appearances on radio talk shows.
      3. Organize special events in Clovis, Albuquerque and Socorro.
      4. Organize special events in other communities along the route.
